I've had a troublesome one for many weeks now. He/She has been showing behavior exactly like yours, eating any bait around the trap, even going part-way in but never touching food near or on the theadle. I am using a bunjee chord from my car to keep both cage-doors open and today I noticed the food on the theadle was missing. I have re-baited it - going to in-laws for thanksgiving... Hopefully on my return I can remove the bunjee and I'll have my 22nd squirel.
The re-aquisition process has been about 2-3 weeks. Once it gets cold and food becomes scarce - they'll cave!
I agree wood or cinder blocks on either side of the cage should force them to go inside - but let them think they are getting a free meal - then once day - when they least expect it *BAM* game over.
