Never use bleach or salt solutions, the squirrels like that stuff. Not sure if the red pepper will work, I doubt it, the staining might work if you use a oil-based material.

You could also try a salt lick, like the ones they use for cattle or horses. That might keep them away from the deck until the sodium chloride wears off.
