Possibly they are getting OUT of the trap? Has it been sprung? And, of course, are you SURE it's a squirrel?

If somebody else (other than you) is minding the traps and doing the work, I would have them come over and check things out.

Put an old rag in the hole to see if they're using it. And you can go thru my two squirrel pages to see if anything pertains to your situation.
