My first house had holes drilled in the basement foundation (by a previous owner) to treat for termites. Sure enough, one BIG rain and the whole basement flooded, even with the sump pump going strong. When we pulled back the carpet, the water was GUSHING up through those very holes the exterminators had drilled to push some chemical down. Totally not covered by insurance, by the way.

Apparently, whatever the holes were filled/plugged with wasn't supposed to disintigrate, but it did. And within 7 years. Termite company came back out to replug, but, of course, the damage was already done...

And whatever they treated with didn't keep the termites from coming back, either, as before WE sold the house, the exterminators had to come back and redo a garage wall that they had gotten into again. Luckily, we had continued to pay for yearly treatments and therefore extended the guarantee/warranty the previous owners had so wisely obtained. Our warranty could be extended to all future owners if they just paid for the yearly treatments. Wise investment....

So, as John said, drilling into the basement floor, after my experience, would be the very LAST thing I did if NOTHING ELSE worked. And if you don't have a sump pump, certainly be prepared to install a BIG one...
