Termite activity in timber wall of raised garden

My sister-in-law just had a "free" termite inspection. No termite activity was found in the house. However, the inspector found evidence of activity in a timber in the raised garden wall in front of the house. He said the house would not pass inspection if she ever wanted to sell (she does not at this time) and proposed a treatment and bait system costing $3,000 plus annual fee for inspection. Is treatment necessary when no termite actiivity was detected in the house itself?
