How it's generally handled depends on where you live. But since his "friend" did it, I would DEFINITELY have your own inspector check it out. Professional exterminators won't generally certify someone else's work unless they can see paperwork to satisfy them. In this case, he doesn't have any.
As far as repairs are concerned, I don't think you want to be stuck doing repairs to a house that he passes on to you. Especially since termite repairs sometimes aren't all that visible. Technically, he should pass a house on to you that has all these things taken care of. I'm sure he would say the same thing if HE were buying the house....
Stand your ground if you think you should. Don't let him pass a possible problem on to you.
