Could actually be anything, but low on the list would be termites... Kind of hard to diagnose over the Internet, but I'd more likely think ants or maybe even carpenter bees.

Destroy the spider web without killing the spider and see how and what accumulates over a defined period of time. Collest the evidence and look at it closely. That can tell you what you might have.
